            The project was carried out in two stages:

              Institutional: Conducting the reforms of the housing and communal complex at the expense of its own budget with the technical assistance of experts funded at the expense of the project.

              Investment: The direction of investments in the facilities of the infrastructure of utilities from the project funds, focusing on the investment plans of cities.

            Already in the process of execution of the program in all 14 cities, a tangible improvement in the quality of housing and communal services provided was achieved.


            For example, in the city of Naberezhnye Chelny, building water supply networks and pressure collectors of two sewage and pumping stations were reconstructed. This allowed to reduce the level of emergency collectors and ensure uninterrupted drainage of stocks of the city.

            The project for the reconstruction of thermal networks was implemented in the city of Nefteyugansk. Due to this, the uninterruptedness of the supply of thermal energy was significantly increased by reducing heat loss, reduced levels of leaks and overall network accidents.


            Examples of successful reconstructions can be found in any of the listed cities. The set of activities was largely influenced by the reform and utilities program in the city participating cities:

              virtually complete liquidation of housing and utilities debt debt;

              municipal investment plans have been developed for communal infrastructure;

              the number of apartment buildings that are serviced by professional managers;

            Having received positive results and experience gained in the course of reform, the state develops this reform in other regions and cities of Russia.

            Main destinations and prospects of housing and utilities reform

            The project "Reform utilities in Russia" is aimed at implementing the following areas:

              transition of the communal sector to market relations;

              an increase in the share of private business;

              promotion of competition;

              improving the quality of utility services;

              elimination of the formed monopolies in the industry;

              update housing and communal complex;

              development of the Institute of Effective Owner;

              overhaul of the residential foundation;

              input and operation of energy efficient technologies;

              saving the system of social protection and support of preferential segments of the population.

            In accordance with the Decree of the Government of the Russian Federation of August 13, 2006 No. 491 "On Approval of the Rules of the General Property of the General Property in a Multi-Building House" Apartment House - the joint property of the owners of the premises in it.


            From this it follows that the owner of the apartment is located all the house. They are responsible for his condition and are obliged to ensure the holding of overhaul. To implement these rights, the law has endowed the owners of the broad list of powers. But in the process of privatization, a significant part of the residential foundation was transmitted in a dilapidation. Therefore, the owners do not have the necessary resources for repair and relevant skills of modernization of residential infrastructure in such a state.


            One of the items of this reform, as we mentioned above, is the introduction of market mechanisms in the housing and communal services. What subsequently should lead to a transition to 100% payment of housing and communal services. As a result of the reform, citizens' costs for housing and utilities may increase by an average of 20-25%. At the same time, the system of compensation payments will continue to work for socio-unprotected categories.

            Information disclosure standard

            Now any citizen can look for information on the activities of its management company and information on a specific home.


            This is governed by the Decree of the Government of the Russian Federation of September 23, 2010 N 731, which is obliged to execute managing organizations operating in the field of management of apartment buildings.


            The standard indicates the types of information about management of the house, which must be placed in free access for tenants. It is necessary to ensure the availability and safety of data for 5 years. These include:

              basic information about the organization (name, address, organizational and legal form, etc.);

              list of homes in management and general information about each of them (address, number of floors, level of improvement, year, etc.);

              data on the work performed and the services provided;

              information about utility services;

              information about the operation of the common property of the house;

              information about the overhaul of the common property, if the management company is a contractor;

              data on general meetings of the owners of the house;

              annual reports;

              information on oral reprimands, written prescriptions, fines or disqualifications (if any).

            Also in the document lists the necessary sources:

              official portal of utilities reform;

              stand at the office of the company.

            In other words, management companies must have a website and be registered on the official website of the project Housing and Housing project. Failure to comply with these requirements entails penalties.
